為培育原住民族產業人才及鼓勵校園青年創新創業，教育部青年發展署與原住民族委員會特別自2020年起合作推動「U-start 原漾計畫」，。由文化大學推廣部擔任計畫窗口，並於北、中、南、台東、花蓮各設有U-start原漾計畫區域夥伴學校平台，北部地區則由國立臺灣科技大學創新育成中心(以下簡稱臺科大育成中心)擔任，協助推動串連、整合北區各機構輔導資源、諮詢輔導; 業師媒合、跨校組隊，從中了解原住民族青年新創需求與問題，接軌與發揚原住民族產業。

"2020 U-start Program" encourages indigenous youth to startup their own businesses! The two teams in the North District have received NT$500,000 subsidy each!
In order to incubate talents of the indigenous industry and encourage innovation and entrepreneurship among youth from the campus, the Youth Development Administration of the Ministry of Education and the Council of indigenous Peoples have jointly promoted the "U-start Program". The School of Continuing Education, Chinese Culture University is the program contact organization. On top of it, several regional partner platforms for the U-start Program have been established in North, Central, South, Taitung, and Hualien, respectively. Business Incubation Center at National Taiwan University of Science and Technology (hereinafter referred to as NTUST Incubation Center) serves as northern regional platform. The role is to promote the collaboration and integrate the resources from northern region to provide consultation services, industry and academic matchmaking, organize cross-school teams to recognize the needs and issues of indigenous youth when they are pursuing start-up business, integrate and promote indigenous industries.
With the efforts of NTUST and partner schools in the northern region, the school has assisted partner schools in submitting applications on February 15 of this year. The Youth Development Administration of the Ministry of Education has made an announcement on April 15 that the 2020 "U-start Project" nominated two teams in the north district who has passed the first stage review. One is the " Indigenous Fragrance" team from NTUST. Through their development of the recipe app, the public was able to understand the unique ingredients of the indigenous people, while it can also promote the products from smallholder farmers in the tribe. The other team is the "Gallant Army of Holy Bees" from National Ilan University. Their focus is on promoting under-forest apiculture technology and training rural residents in indigenous areas for product development. Both of them will be stationed in the incubation centers from two schools respectively taking six months of intensive training and internship. The objective is to assist these two groups of indigenous youth start-up teams to realize their entrepreneurial dream while excel the indigenous culture and industry.

In addition, the NTUST incubation center also has held two series of conferences in the north district. About 50 people from various colleges, universities, government agencies, non-governmental incubators and indigenous agency, including the chairman of Taiwan Indigenous Cultural Industry Development Association. The second meeting was held online on April 28. NTUST Incubation Center invited financial consultants who have many years of experience in startup counseling to share team counseling cases. On top of it, it also had financial counselors from Council of Indigenous Peoples to introduce supporting startup programs suitable for pre-entrepreneurs, and projects regarding subsidies for innovative R & D to enhance the core technological capabilities of indigenous enterprises. In the end, the consultant even suggested that everyone should encourage young start-up teams to have clear goals, strengthen professional skills, follow the roadmap, embrace the problems and apply the right remedy, find the right people to assist, and collaborate. This is also a critical role that each incubation center in the school and indigenous agency should serve.
With the unveiled list of the first-stage, NTUST incubation center will also plan to organize a thematic forum, which will invite indigenous young startup talents to share their journeys with nominated teams at this stage, while helping those indigenous youths who are interested in innovation and entrepreneurship to absorb new energy and bravely take the next step!
